TTY stands for Text Telephone. A TTY is a device that enables people who are deaf, speech impaired or hard of hearing to communicate on the phone by typing messages to each other.
If you don't have a TTY, you can call a person who is deaf by using the Telecommunicatins Relay Service. A special operator types whatever you say so that the person you are calling can read your words on the TTY display. The person then will type back a response and the operator will read aloud for you to hear over the phone.
